Design review has an important role to play in turning buildings and spaces into much loved places. Its importance is established in policy but requires a truly collaborative approach to have lasting impact. The transformation of the area in and around Queen Elizabeth Olympic Park shows what can be achieved when design review is done well.

 

The London Legacy Development Corporation (LLDC) Quality Review Panel was set up following the 2012 Olympic and Paralympic Games. It was managed by Frame Projects and reviewed around 190 schemes up to December 2024, when the LLDC returned planning powers to the host boroughs.

 

Frame also established and ran the LLDC Community Review Panel, empowering local people to ensure that growth in their area delivers benefits for all.

In 2025, we produced a report celebrating and appraising the panel’s work. The report covers the set-up and evolution of the panel; policy and processes; five case studies of varied typologies and scales; and the panel’s impact. It provides valuable insights and lessons for design quality assurance that may be useful to other places undergoing growth and change.
