OXFORD STREET PLANNING QUALITY REVIEW PANEL

The Oxford Street Development Corporation has been established by the Mayor of London to take responsibility for transformation of Oxford Street to encourage new investment and job-creation, driving growth and economic prosperity. The ambition is to create a world class destination for Londoners, businesses and visitors from around the world, reaffirming Oxford Street as the nation’s favourite high street.
The Oxford Street Planning Quality Review Panel was set up in July 2026 and includes 23 leading experts from across the built environment sector. The panel brings together a diverse range of specialists in architecture, landscape architecture, urban design, environmental sustainability, inclusive design, culture, economic viability, and development delivery. It will play a key role in supporting OSDC’s planning function and championing high-quality, sustainable design across the Mayoral Development Area in the heart of London’s West End.
The panel will be co-chaired by Simon Henley and Paul Monaghan, two highly respected figures in architecture and design leadership.

Meeting dates
One Planning Quality Review Panel meeting date is provisionally arranged for each month.
Exceptionally, additional meetings may be required to accommodate the number of schemes requiring a review and/or to meet key dates for specific schemes.
The following dates are currently set for Oxford Street Planning Quality Review Panel meetings during 2026:

Meeting fees
The charges for Oxford Street Planning Quality Review Panel meetings are benchmarked against comparable panels providing design review services in London, such as design review panels in the London Boroughs of Camden, Haringey, Newham and Waltham Forest.
Current charges for Oxford Street Planning Quality Review Panel meetings are:
• Full review £6,525 + VAT
• Intermediate review £4,825 + VAT
• Chair’s review £3,625 + VAT
The cost of venue hire, if required, would be in addition to the charges above.
Where a scheduled review is subsequently cancelled or postponed by the applicant, an administrative charge will be applied:
• 50% of full cost: less than two weeks before
scheduled review
• £850 + VAT: between two and four weeks
before scheduled review
