In 2004, Tim Bell founded Bell Phillips Architects with Hari Phillips after winning a competition to improve the Brooks Road estate in Plaistow, East London. It has become a multi award-winning practice focusing on housing in both the affordable and private sectors. Principal projects include: a 970-home estate regeneration in Hounslow, and De Gamla Kullagerfabrikerna comprising mixed-use regeneration of a factory complex in Gothenburg, Sweden.
