Reading is a historic town with over 1,100 years of history. This unique heritage is at the heart of the town's identity and is highly visible, valued and accessible to those who live in, work in or visit the town. Improving Reading’s urban environment is a major part of the council’s vision, both in terms of revitalising tired and run-down sites and areas, and preserving those elements that are essential to its residents’ quality of life. Reading has significant historic sites, some of which have been identified for future use and enhancement.
In recent years, Reading has had great economic success, which has resulted in considerable investment in the town. However, this success has brought its own issues, with an acute housing crisis and a particular need for genuinely affordable housing. Other critical issues include how to provide the employment space and supporting infrastructure to make sure that Reading continues to be an attractive place in which to work, to live and to study.

Significant development is needed to deliver sustainable places that positively contribute to making Reading a better place. The Reading Design Review Panel has been established to support the council in achieving development of the highest quality design.
The panel comprises 16 multi-disciplinary experts and is chaired by Andrew Beharrell, Senior Advisor at Pollard Thomas Edwards.
